Phase 4 is the heaviest phase. It examines how work actually gets done across twenty operational dimensions, grounded in the research from Accelerate and the DORA metrics.
This is where most traditional assessments start. TRUST does it fourth, deliberately. By this point, you already understand how the organization is perceived (Phase 2) and how the leadership team functions (Phase 3). That context transforms what you see in Phase 4 from data points into stories.
